J & E was established in
1985 by John Emery, Sr., who, after a career in the public sector, became
convinced that the health and human service needs of individuals, families,
and communities in today's world can best be met by forging creative,
effective public/private partnerships.
In its early years, J &
E's commitment to the concept of public/private partnerships resulted
in the award of various contracts under which the company provided staff
to operate publicly funded mental health and substance abuse treatment
programs at the local level.
In 1999, J & E graduated from the Small Business Administration's 8(a) program for small, minority-owned
businesses. During its tenure in the 8(a) program, J & E focused on
expanding both its customer base and the array of services the
offerd to health and human service providers.
Today, J & E has
evolved into a responsive, diverse business with the capacity to provide
services ranging from strategic planning to program operation to employee
training to program evaluation. While we serve a variety of federal, state,
local, and private customers, the primary consumer of our services is the
Department of Defense. Key services we provide are the operation of quality
of life programs for military families and the operation of programs aimed at
reducing the incidence of domestic violence.
